Sub: Implementation of Ordinance on parity of service conditions
Respected Sir,
The Board of Management at it meeting held on 14/1/2009 had accepted the recommendations of the Central 6th Pay Commission notified by MHRD vide its letter dated _____. Furher, the Board had also taken a decision that ARDs, RDs and RDs (Sr Scale) in the regions and the RSD and the corresponding levels of Academics/Other Academics in other Divisions of the Universty will be governed by the same recruitment rules, CAS and service conditions as those of Assistant Professors, Associate Professors and Professors.
It is understood that the MHRD vide its letter dated 01/02 April 2009 has advised the University for not implementing the provisions of the ordinance on designating the Academics as Teachers because of wider financial and other policy implications, knowing well that the matter as already examined by the University and appropriately approved at the Finance Committee and the BOM.
As you are aware sir, due to partial implementation of the Central 5th Pay Commission for the Academics, many of us who were recruited in the reader's Scale as Regional/Deputy Directors are still continuing in the same scale for close to 20 years without any single promotion and have been stagnated for more than 6 years in the same scale. This has caused huge financial loss, mental agony and continued embarrassment.
In view of above, it is once again requested that the Ordinance on re-designating the academics as teachers which has already been approved by the Academic Council at its 40th meeting held on 17.05.07 and the BOM at its 90th meeting held on 22.05.09 may please be implemented as per the provisions of Statute 26 of the university immediately as this long pending matter is not only demoralising the above-mentioned category of the academics but also would start affecting the performance.
It is pertinent to mention here that some of us are even due for retirement in near future owing to inordinately delayed implementation of the Ordinance.

The ministry seems to be worried about "wider financial and other policy implications", has it thought of our Human Rights? Why the promotions are being straight away denied?
When the University can take other decisions without waiting for any yes from Ministry, The University can implement the Ordinance as well.
